Here are verses that are used to support the idea that "all babies & children will be raptured": (I do not think this is true)
Luke 18:16 But Jesus called them unto him, and said, Suffer little children to come unto me, and forbid them not: for of such is the kingdom of God.

Matthew 18:3 And said, Verily I say unto you, Except ye be converted, and become as little children, ye shall not enter into the kingdom of heaven.IN CONTRAST, verses which seem to support the idea that only children of believers will be raptured, and that children of unbelieving parents will suffer the same fate as the parents:
1 Corinthians 7:14 For the unbelieving husband is sanctified by the wife, and the unbelieving wife is sanctified by the husband: else were your children unclean; but now are they holy.Next are several stories of judgment in the Bible. Ask yourself if babies were spared during these previous judgments from God.
Exodus 34:7 Keeping mercy for thousands, forgiving iniquity and transgression and sin, and that will by no means clear the guilty; visiting the iniquity of the fathers upon the children, and upon the children's children, unto the third and to the fourth generation.
Num 14:18 The LORD is longsuffering, and of great mercy, forgiving iniquity and transgression, and by no means clearing the guilty, visiting the iniquity of the fathers upon the children unto the third and fourth generation.
Deu 5:9 Thou shalt not bow down thyself unto them, nor serve them: for I the LORD thy God am a jealous God, visiting the iniquity of the fathers upon the children unto the third and fourth generation of them that hate me,
Were babies of unbelivers spared in Noah's flood? No.
Genesis 7:20 Fifteen cubits upward did the waters prevail; and the mountains were covered.Were babies of unbelievers spared in the cities of Sodom and Gomorrah? No.
21 And all flesh died that moved upon the earth, both of fowl, and of cattle, and of beast, and of every creeping thing that creepeth upon the earth, and every man:
22 All in whose nostrils was the breath of life, of all that was in the dry land, died.
23 And every living substance was destroyed which was upon the face of the ground, both man, and cattle, and the creeping things, and the fowl of the heaven; and they were destroyed from the earth: and Noah only remained alive, and they that were with him in the ark.
Genesis 19:24 Then the LORD rained upon Sodom and upon Gomorrah brimstone and fire from the LORD out of heaven;Were babies of unbelievers spared when the city of Jericho fell to the Israelites? No.
25 And he overthrew those cities, and all the plain, and all the inhabitants of the cities, and that which grew upon the ground.
Joshua 6:21 And they utterly destroyed all that was in the city, both man and woman, young and old, and ox, and sheep, and ass, with the edge of the sword.Final question. Does God change?
